TMK expands APAC team with appointment of Phoebe Liew as Special Risks Underwriter

Singapore, 8 September 2025: Tokio Marine Kiln (TMK), a leading specialist insurer, today announces it has appointed Phoebe Liew as Special Risks Underwriter, focusing on Credit and Political Risk, as it continues to strengthen its APAC offering. She takes up her new role with immediate effect and will report to Cindy Gunawan, Head of Special Risks, Asia Pacific.
Liew brings nearly a decade of credit and political risk experience to her new role. She joins from Texel in Singapore where she served, most recently, as Credit and Political Risk Director. In this role, she was responsible for managing client risk in multiple high-profile deals across a range of sectors and transaction types, including trade finance, structured trade, project finance, renewables, infrastructure, asset finance, commodities and most recently fund financing. Prior to this, she held senior operational roles at China National Building Materials Group in Singapore. In addition to her professional accomplishments, she currently serves as the Chairperson of the International Project Finance Association (IPFA) Future Leaders Network in Singapore.
This appointment reflects TMK’s increased appetite for credit risk and growing client demand for cover in a volatile geopolitical landscape.
